Dr Moreton shared her experiences and her research findings with the Emergency Management team from the Department of Health and Human Services (VIC), at their recent leadership retreat (2017). Dr Moreton’s presentation and the subsequent discussion addressed the question of whether those organisations who respond and assist communities affected by crises (including government, and focussing on all hazards), actually strengthen and renew these communities or whether they become an additional burden for communities to deal with.
